Programmatic evaluations are for minor use projects, only. Here's a list of questions to consider whenever you develop a programmatic evaluation:

q Have you consulted with the appropriate agency to get a       determination of minor use?

q Does the project meet the list of conditions required for       applicability?

q Does the project record show that the avoidance       alternatives have been fully evaluated and are not       feasible and prudent?

q Are the findings supported by circumstances, studies and       consultations with the appropriate agencies?

q Does the project include all possible planning to minimize       harm, and does the official with jurisdiction agree with       the mitigation measures and assessment of impacts?

q Is there sufficient coordination with the official with       jurisdiction and other essential parties?

q Have all approval procedures been observed?
